    Lag compensation _does_ penalise. Why do you think it is called ‘compensation’. It evens out ping variance. Another feature being dropped packets are attempted to be ‘guessed’, this can often result in two bullets, or more, being shot at once. That is penalising the ‘good internet’ person.
