The Druid’s Grove questline must be finished with the ending where you save Halsin and the refugees. Then, take a Long Rest at your campsite.
The refugees will throw a party at the camp, during which you can approach Shadowheart to start a conversation. Here, you will need to choose the following dialogue options:

- Are you worried Shar won’t approve?
- I’d be glad to. (when she asks to share a bottle)
- I’ll find you after everyone’s turned in for the night.
