Follow these steps to enable the console in CS2:

1. Launch CS2 and get to the main screen.
2. Open the in-game settings by clicking on the cog icon at the top left corner of the screen.
3. Head to the Game section.
4. Look for the setting called Enable Developer Console (~).
5. Change the No option to Yes.

Doing so will allow you to open the CS2 console by simply clicking the ~ or ` key on the keyboard (usually located in the top left above Tab). How to open CS2 console through Steam Launch Options
