You need to be in at least World Tier 3 to get the Blue Rose as a drop in Diablo 4, but your chances will be even higher in World Tier 4. Aside from random drop chances, you can also get the ring as a drop reward after defeating Duriel, King of Maggots.

As it is a Unique item, keep in mind that the drop chance is pretty low in D4, so you might need to invest a fair amount of time into the game before getting hold of the ring. Upgrading to World Tier 4 always helps in this case as it significantly increases the chance of getting such drops in Sanctuary.

The Blue Rose Ring in Diablo 4 is for Sorcerer mains, specifically Frost Sorcerers in Diablo 4. Its unique effect is a Lucky Hit which is: “Damaging an enemy has up to a 30% chance of forming an exploding Ice Spike, dealing [0.25-0.35] Cold damage. Triple this chance if the enemy is Frozen.”

If you are playing with an Ice Shards or Ice Spike Sorcerer build, this ring is a must-have for you. As the Sorcerer class is not beefy compared to the Barbarian or the Necromancer, you must use every opportunity to significantly increase your damage output for Nightmare Dungeons and World Tier 4 in Diablo 4.
