No, EA Sports WRC is not an open-world game. Codemasters also haven’t shared any details on possible future open-world modes.

DiRT Rally 2.0 had an open-world test drive area similar to WRC Generations, but it was absent in Dirt 5. EA Sports WRC being primarily a sim racer means the focus has been heavily on realism. The open world has historically been reserved for arcade racing games, mostly. 

EA Sports WRC does have very lengthy tracks, bigger than any past rally games from Codemasters.
