Is Darkrai good in Pokemon Go PvP?

No, Darkrai is not good in Pokemon Go PvP. It’s below number 400 in rankings (according to most Stat hubs like PvPoke and PokemonGoHub) and its stats are average for a Legendary.

Even if its maximum CP is around the 4200 (4227 CP at lvl 50 with perfect stats), there are Pokemon that counter it all too well in the Master League, so there’s no point in wasting Candy and Stardust to raise a Darkrai for PvP.

It’s one of the few Pokemon in Pokemon Go that has over 100 counters and is considered a no-go pick for most experienced players.

The best Darkrai moveset for Pokemon Go PvP is Feint Attack as a Fast Move and Sludge Bomb as a Charged Move. Feint Attack has a faster animation than Snarl but produces less energy, but that doesn’t make it bad, as you combine it with Sludge Bomb.
